Mori-gumi Co., Ltd. (株式会社森組) was ordered to suspend business by Toyama Prefecture under Article 28, Paragraph 3 of the Construction Business Act (建設業法), which corresponds to Article 28, Paragraph 1, Item 3. The order is based on violations of Article 21, Paragraph 1 of the Industrial Safety and Health Act (労働安全衛生法) and Article 361 of the Industrial Safety and Health Regulations (労働安全衛生規則). On July 2, 2026 (Reiwa 8), the Tona-mi Summary Court issued a summary fine order of JPY 200,000, and the conviction became final on July 18. On 2026-10-09, Kanagawa Prefecture ordered Kawakami Kenko Co., Ltd. (川上建工株式会社) to suspend business (営業停止) for 11 days, from 2026-10-24 to 2026-11-03. The order relates to violations of the Construction Business Act (建設業法), including conducting construction business without the required construction business license and entering into subcontract agreements exceeding the scope of “minor construction work” under the Enforcement Order of the Construction Business Act (建設業法施行令). The conduct falls under Article 28(1)(6) of the Construction Business Act (as referenced by Article 28(3)).

On 2026-09-29, Fukushima Prefecture ordered Mita Construction Co., Ltd. (三田建設株式会社; corporate number 8380001013947) to suspend business operations for 7 days, from 2026-10-13 to 2026-10-19. The suspension applies to sales related to private construction works. The stated cause is that, for private construction works, the company contracted work that does not fall under “minor construction works” as provided in the proviso to Article 3(1) of the Construction Business Act, despite not having a permit for the “scaffolding and earthwork” construction business. On August 25, 2025, during pre-bid on-site investigation for an air-conditioning unit expansion construction project in Ōbu City, Aichi Prefecture (where Kawakita Denki Kogyo Co., Ltd. was preparing to be a subcontractor), a worker performing current measurement work inside an electrical distribution board touched a live part for some reason, resulting in electrocution and death. The authority states that, although there was a risk of electrocution by touching the live part, the company did not take necessary measures to prevent danger, such as requiring the worker and the live part to use insulating protective equipment, etc. On April 10, 2026, the Handa Summary Court issued a summary order: a fine of JPY 300,000 for the company for violation of the Industrial Safety and Health Act, and a fine of JPY 300,000 for one company employee for violation of the Industrial Safety and Health Act and for death by occupational negligence; the respective sentences have become final. The authority considers this to fall under Article 28, Paragraph 1, Item 3 of the Construction Business Act.

Chiba Prefecture ordered a business suspension against Godō Kaisha Shōei (合同会社翔榮) for the entire business of construction operations. The order was based on alleged violations of the Construction Business Act (建設業法) Article 28(1) item 3 and Article 28(3), relating to a subcontracting arrangement involving industrial waste transportation and demolition work. Order details (Chiba Prefecture): - Suspension period: 13 October 2026 to 19 October 2026 (7 days) - Scope: all construction business operations.

On 25 September 2026, Osaka Prefecture imposed a business suspension on フルサワ総研 (representative: 古澤 光洋) under Article 28(3) of the Construction Business Act (建設業法). The business suspension period is 30 days from 9 October 2026 to 7 November 2026, covering all business related to construction. The stated cause is that, in private construction works ordered in Habikino City, the company contracted for construction work without obtaining the permission required under Article 3(1) of the Construction Business Act.

Chiba Prefecture ordered a business suspension for “Yamabashi Zaimoku-ten Co., Ltd.” (有限会林材木店; corporate number 8040002057746). The order was based on a finding that the company’s representative director, Shiro Hayashi (林 四郎), burned approximately 18 kg of wood waste on the company’s premises in Shiroi City on or about 8:00 a.m. on October 16, 2020, despite there being no statutory exempting grounds. Based on these facts, the company and Shiro Hayashi were each fined JPY 100,000 by a summary order dated March 5, 2021 from the Sakura Summary Court (Reiwa 3 (i) No. 76) for violations of the Act on the Processing of Waste and Public Cleansing. The conduct was deemed to fall under Article 28(1) item (3) and Article 28(3) of the Construction Business Act.

On 2026-09-15, Nara Prefecture ordered YOSHII CONSTRUCTION CO., LTD. (吉井建設（株）) to be suspended from business related to public works for 22 days, from 2026-10-13 to 2026-11-03. The order states that, in bidding and contracting procedures for construction works ordered by Nara Prefecture, the company submitted documents indicating a person who did not actually meet the requirements for a chief technical engineer under Article 26(1) of the Construction Business Act, and did not appoint a chief technical engineer pursuant to that provision for the relevant work. The authority found these matters to fall under Article 28(1)(ii) of the Construction Business Act (as referenced by Article 28(3)).

On 2026-09-14, Fukushima Prefecture ordered Hirata Tosou Bousui Co., Ltd. to be suspended from business for 22 days (from 2026-09-28 to 2026-10-19) for violations of the Construction Business Act. The order relates to private construction contracts in which the company accepted work exceeding the scope of “minor construction work” under Article 3(1) of the Act, despite having no office technical personnel and lacking the permit requirements for waterproofing work; and in the relevant contracted work, it assigned as chief technical engineer a person who did not meet the qualification requirements for waterproofing work, in violation of Article 26(1). These matters fall under Article 28(3) (Article 28(1)(2)).

On 26 August 2026, Aomori Prefecture ordered Taisei Sangyo Co., Ltd. to suspend certain construction-related business activities under the Construction Business Act. The basis stated is that a person who is deemed to have been an “employee” as defined in Article 3 of the Cabinet Order for the Construction Business Act (Cabinet Order No. 273 of 1956) was confirmed to have violated the Penal Code (Act No. 45 of 1907) in connection with their duties, which falls under Article 28(1)(iii) of the Construction Business Act (as applied via Article 28(3)).

In Kochi Prefecture, the company Inoue Denko Co., Ltd. (法人番号2490001004817) was ordered to suspend business under the Construction Business Act. The suspension is for one year, from September 4, 2026 to September 3, 2027, covering business related to electrical construction work involving public works. According to the stated cause, Ono Kazuyuki, who was the company’s then representative director, conspired with the representative director of Shikoku Tsushin System Co., Ltd. and, at the time, the Mayor of Tosashimizu City and members of the Tosashimizu City Assembly regarding a designated competitive bidding for the “Lodging-type Multicultural Coexistence Community Facility Renovation Work (Electrical Equipment)” conducted by Tosashimizu City. They received instruction on the minimum required price and won the contract. As a result, on June 10, 2026, the Kochi District Court found them guilty for violating Article 96-6, Paragraph 1 of the Penal Code prior to amendments made by the Act on Partial Amendment of the Penal Code, etc. (Act No. 67 of 2022), as well as Article 60 of the Penal Code (Act No. 45 of 1907). The sentence was imprisonment for one year and six months, with a three-year suspension of execution, and the conviction became final on the same date. This is stated to fall under Article 28, Paragraph 1, Item 3 of the Construction Business Act.

On 2026-08-19, Osaka Prefecture imposed a business suspension on 株式会社ギアマックス (corporate number: 7120001224496) under Article 28(3) of the Construction Business Act (建設業法). The business suspension period is from 2026-09-01 to 2026-10-14 (44 days). The suspension covers all business related to construction business activities. The alleged causes relate to violations involving (i) placement of supervisory/management engineers without meeting qualification requirements and without a direct and continuous employment relationship, (ii) subcontracting the entire construction work to 株式会社一六八建設, (iii) entering into subcontract agreements without the required permission where the subcontract amount is at or above the amount specified by Cabinet Order, (iv) entering into subcontract agreements with the company operating construction business without the required permission, and (v) failure to assign a chief technical engineer at another private construction project in Osaka City.

On September 29, 2023, Shizuoka Prefecture issued a correction request to the owner regarding a private residential renovation construction carried out by Nomura Shoten Co., Ltd. in Ito City in 2018, stating that the relevant building was in violation of the Building Standards Act. This was recognized as falling under Article 28, Paragraph 1, Item 3 and Article 28, Paragraph 1, Item 2 of the Construction Business Act. Shizuoka Prefecture issued a business suspension order under Article 28, Paragraph 3 of the Construction Business Act.

On 18 August 2026, the Tokyo Metropolitan Government ordered 有限会社ワッツインターナショナル (Watts International Co., Ltd.) to suspend all construction business operations for four days, from 1 September 2026 (Tuesday) to 4 September 2026 (Friday). The order is based on alleged violations of the Construction Business Act: the company entered into construction subcontract contracts with amounts equal to or exceeding those specified in Article 1-2, Paragraph 1 of the Enforcement Order of the Construction Business Act during a period when it did not have a construction business license, in multiple private construction projects in and around Osaka City, Osaka Prefecture, in violation of Article 3, Paragraph 1 of the Construction Business Act. This is stated to fall under Article 28, Paragraph 2, Item 2 and Paragraph 3 of the Construction Business Act.

On the basis of Article 28, Paragraph 3 of the Construction Business Act, Osaka Prefecture imposed a business suspension on 株式会社大鵬. The suspension period is from September 1, 2026 to September 7, 2026 (7 days). The scope of the suspension is all business related to construction. The stated cause is that, for a privately ordered construction project in Osaka City, the company entered into a subcontract agreement with 株式会社一六八建設, which operates a construction business without obtaining the permission required under Article 3, Paragraph 1 of the Construction Business Act.

On 2026-08-18, Osaka Prefecture issued a business suspension order to 彩蓮電工 (representative: 岡本 祐太) for violating the Construction Business Act. The order is based on the company’s subcontract agreement with 株式会社DIO for a private construction order project in Osaka City, without obtaining the permission required under Article 3(1) of the Construction Business Act.

On 2026-08-18, Osaka Prefecture imposed a business suspension on 株式会社Acala. The suspension period is from 2026-09-01 to 2026-09-07 (7 days). The suspension covers all business related to construction. Osaka Prefecture ordered 神空調有限会社 (corporate number: 5120902017117) to be suspended from business for 15 days for violations of the Construction Business Act, including failure to assign a person responsible for technical management at the construction site and subcontracting/contracting in violation of the Act.

On the basis of Article 28, Paragraph 3 of the Construction Business Act, Osaka Prefecture imposed a business suspension on Tomoku Co., Ltd. (法人番号9120001160005). The suspension period is from September 1, 2026 to September 7, 2026 (7 days). The scope of the suspension is all business related to construction. The stated cause is that, for a privately ordered construction project in Ibaraki City, Tomoku Co., Ltd. entered into a subcontract agreement with Ichiroku Hensetsu Co., Ltd., which operates construction business without obtaining the permission required under Article 3, Paragraph 1 of the Construction Business Act.

On 18 August 2026, the Tokyo Metropolitan Government ordered Godō Kaisha M-Planning (合同会社エムプランニング; corporate number 8010903006259) to suspend all construction business activities for three days from 1 September 2026 to 3 September 2026. The order was based on the company’s alleged violation of the Construction Business Act: in private construction works in Kokubunji City, Tokyo, it entered into a construction contract exceeding the amount specified in Article 1-2, Paragraph 1 of the Enforcement Order of the Construction Business Act without having the permission required under Article 3, Paragraph 1 of the Construction Business Act. This was stated to fall under Article 28, Paragraph 2, Item 2 and Paragraph 3 of the Construction Business Act.

On August 18, 2026, Osaka Prefecture imposed a business suspension on 株式会社一六八建設 (corporate number: 8180001157376) under Article 28, Paragraph 3 of the Construction Business Act (建設業法). The suspension period is 45 days from September 1, 2026 to October 15, 2026, and covers all business related to construction. The company is stated to have contracted, in private construction works in Osaka City and Ibaraki City, construction work with a contract amount equal to or exceeding the amount specified in Article 1-2 of the Enforcement Order of the Construction Business Act, without obtaining the permission required under Article 3, Paragraph 1 of the Construction Business Act.

On August 18, 2026, Osaka Prefecture issued a business suspension order to スマLAB株式会社 (corporate number: 2140001121647) for violating the Construction Business Act. The company was ordered to suspend all business related to construction for 7 days from September 1, 2026 to September 7, 2026. The business suspension period is from 2026-09-01 to 2026-09-15 (15 days). The scope covers all business related to construction business. The stated cause is that, for a private construction project in Osaka City (the “Project”), the company violated Article 26(1) by not assigning a person in charge of technical management of construction work at the project site, and by not primarily performing tasks such as on-site technical guidance to subcontractors, consultation with the general contractor, and making decisions/responses regarding matters for consultation from subcontractors; the company subcontracted the plumbing work, which is the main part of the Project, from 大畑設備株式会社. The stated cause also includes a violation of Article 22(2) by taking the construction work that was subcontracted to it in its entirety.

Fukushima Prefecture ordered (Yuk.) AITEC (corporate number: 380002004510) to suspend all construction business operations for 3 days, from August 31, 2026 to September 2, 2026, under the Construction Business Act (建設業法). The order relates to an incident on February 17, 2025 at a new construction project for “(tentative name) cafe kotonoha” located in Namie-machi, Futaba-gun, Fukushima Prefecture, where a worker of a second-tier subcontractor engaged by AITEC fell from a work platform of a 2.21 m height wedge-tied scaffold and died because fall-prevention equipment such as handrails and midrails were not installed. As of April 2, 2026, AITEC was fined JPY 300,000 for violations of the Industrial Safety and Health Act, and the company’s representative director was fined JPY 500,000 for violations of the Industrial Safety and Health Act and for professional negligence resulting in death. This was found to fall under Article 28, Paragraph 1, Item 3 of the Construction Business Act.

(E-First Co., Ltd.) was ordered to suspend business by Nara Prefecture. The order relates to the company’s construction business involving private construction works, where it entered into subcontract agreements for construction works other than “minor construction works” (as defined in Article 1-2, Paragraph 1 of the Order for Enforcement of the Construction Business Act) with a party that conducts construction business without a construction business license under Article 3 of the Construction Business Act. This was found to fall under Article 28, Paragraph 1, Item 6 of the Construction Business Act.

On 2026-08-04, Osaka Prefecture imposed a business suspension on Nakani shi Kogyo (representative: Nakani shi Yoshinobu) under Article 28(3) of the Construction Business Act (建設業法). The business suspension period is 5 days from 2026-08-07 to 2026-08-11, covering all business related to construction. The stated cause is that, in private construction works ordered in Kashiwara City, the company contracted for construction works with a contract amount equal to or exceeding the amount specified in Article 1-2 of the Enforcement Order of the Construction Business Act without obtaining the permission under Article 3(1) of the Construction Business Act.

有限会社安藤建設 (Ando Construction Co., Ltd.) received a supervisory administrative order (business suspension) from Kumamoto Prefecture based on Article 28, Paragraph 3 of the Construction Business Act, for submitting a false record of practical experience and assigning a chief technical engineer who did not meet the qualification requirements in violation of Article 26, Paragraph 1, in connection with the “Hanazono 6-chome Sabo Maintenance (steep slope) Work” ordered by the Ken-ō Wide-Area Headquarters.

On July 24, 2026, Kochi Prefecture ordered Mori-sawa Shokai Co., Ltd. (有限会社森澤商会) to suspend business under the Construction Business Act. The suspension applies to business related to waterworks facility construction work involving public works, for 21 days from August 7, 2026 to August 27, 2026.

On July 24, 2026, Osaka Prefecture imposed a business suspension order on 株式会社エスアール (corporate number 4122001029201) under Article 28, Paragraph 3 of the Construction Business Act (建設業法). The business suspension period is 12 days from August 7, 2026 to August 18, 2026, and covers all business related to construction business.

The Saitama Prefecture authorities suspended the construction business license of Tobu Civil Engineering Co., Ltd. on July 24, 2026, due to violations of the Construction Business Act, specifically for engaging in multiple substantial construction projects after ceasing operations on July 25, 2024, contrary to legal requirements.

The former employee of Keiyo Gas Energy Solution Co., Ltd. was convicted of obstructing public contract proceedings related to a water pipe project in Ichikawa City, Chiba Prefecture, and received a summary order of a fine of 800,000 yen on July 3, 2025. As a result, the company is subject to a business suspension order under the Construction Business Act from August 8 to October 6, 2026.

The director of Ayano Construction Co., Ltd. was fined for violating waste disposal laws and received a suspension order under the Construction Business Act by Okayama Prefecture.

The company, 株式会社 竹延, was ordered to cease operations for 10 days by the Kinki Regional Development Bureau due to contracting subcontract work outside the scope of their construction license, violating the Building Business Act Article 28, Paragraph 1, Item 6.

The company Oshima Co., Ltd. was ordered to cease operations for seven days by the Kyushu Regional Development Bureau due to violations of the Construction Business Act, including operating without proper permits and exceeding the scope of minor construction work in subcontracting within Saga Prefecture.

The former director of Kabushiki Kaisha Fukazawa Denso was convicted of obstructing public procurement processes related to a construction project in Katagami City, Akita Prefecture, and received a summary fine on May 27, 2026. As a result, the company is subject to a one-year suspension of construction-related business activities involving public works, from July 25, 2026, to July 24, 2027, by order of Akita Prefecture.

Tokyo Metropolitan Government imposed a business suspension on Urban Corporation for violating the Building Business Act by contracting electrical work without proper permits and exceeding the contract amount limit.

Tokyo authorities suspended the business license of株式会社アルセットサービス for violating the Construction Business Act by entering into contracts exceeding the permitted amount without proper authorization.

The director of Ueda Construction Co., Ltd. was convicted of violating the Waste Management and Public Cleansing Law (Law No. 137 of 1970) and sentenced to a fine of 500,000 yen by the Kashiwa Summary Court, with the sentence finalized on April 3, 2026. This constitutes a violation of Article 28, Paragraph 1, Item 3 of the Construction Business Act.

K.K. S.H. Kogyo contracted for foundation work worth 130,273,000 yen for the HACCP factory warehouse expansion project from October 2024 to March 2025 without possessing the permits for civil engineering or earthwork construction. This constitutes a violation of Article 28, Paragraph 1, Item 2 of the Construction Business Act.

The former representative director of Shinko Jitsugyo Co., Ltd. was convicted of obstructing fair public bidding by using fraudulent means to interfere with the integrity of public contracts related to two bidding processes conducted by Omachi City, Nagano Prefecture, on August 21 and December 11 of Reiwa 6 (2024). On October 16 of Reiwa 7 (2025), the Nagano District Court sentenced him to one year in prison, with a three-year suspended sentence, for violating the Public Contract Act. An employee of Kobayashi Construction Co., Ltd. was convicted of obstructing public contract-related bidding processes under the crime of obstruction of public contract proceedings, by the Chiba District Court on January 15, 2026, receiving a sentence of one year in prison (with a three-year suspension). The sentence was finalized on January 30, 2026. This constitutes a violation of Article 28, Paragraph 1, Items 2 and 3 of the Act against Unjustifiable Premiums and Misleading Representations.

In late June of Reiwa 6 (2024), Yuichiro Kosaka, then CEO of Tano Sangyo Co., Ltd., received secret information regarding the minimum bid price for the Hirai Elementary School Gymnasium Major Renovation Construction Project from Eio Tsukamoto, Vice Mayor of Fujioka City, by phone. Around July 3, Reiwa 6, Yuichiro Kosaka instructed Tano Sangyo Co., Ltd. to submit a bid equal to the minimum bid price and on July 4, the company was awarded the contract for the project. This involved using fraudulent means and disclosing confidential information related to the bid to unfairly influence the contract award. On October 7, Reiwa 7, the Maebashi District Court sentenced him to 1 year and 6 months in prison, with a three-year probation, and the sentence was finalized.

Futaba Manufacturing Co., Ltd. was involved in a tank accessory inspection equipment construction project in Oga City, Akita Prefecture, where on May 29, 2023, a generator's oil pan fell during lifting with a crane and collided with a worker inside the tank, resulting in death. The company failed to implement measures to prevent falling objects, such as setting up restricted entry zones, despite the risk of falling causing danger to workers. Although the oil pan was previously unfastened from the generator, it was not securely removed, and the company neglected its duty to prevent falling, leading to the oil pan dropping and causing the worker's death.
