京葉ガスエナジーソリューション株式会社の元社員は、千葉県企業局市川水道事務所が令和５年１２月１５日に入札を執行した「市川市八幡２丁目２番地先配水管整備工事」の入札に関し、偽計を用いて、公の入札で契約を締結するためのものの公正を害すべき行為をしたとして、令和７年７月３日に千葉簡易裁判所から公契約関係競売等妨害罪により罰金８０万円の略式命令を受け、その刑が確定している。 このことが、建設業法第２８条第１項第２号に該当すると認められる。
