Travel Agency Act Enforcement Actions in Japan

JTB Corporation was ordered to suspend operations by the Japan Tourism Agency for violating the Travel Business Act by arranging bus services below the registered fare limits during a group tour from September 2 to September 4, Reiwa 7.

The Japan Tourism Agency imposed a business suspension on 株式会社JR東日本びゅうツーリズム&セールス for violating the Travel Business Act by collecting fees exceeding the displayed charges from travelers in contracts signed since fiscal year 2018.

On October 14, 2025, a demand was made for the deposit of business guarantee money and notification to Osaka Prefecture, but the deposit and notification were not completed by the deadline set in the demand.

Between R6.9.1 and R6.10.1, in a total of 13 tours using chartered buses, the charter bus operator arranged buses at fares below the minimum reported fares and charges, facilitating services that violate Article 9-2-1 of the Road Transport Act.

On August 8, 2024, in a trip using a chartered bus, the bus was rented below the minimum fare, and arrangements were made to provide services that violate Article 9-2, Paragraph 1 of the Road Transport Act.

After registering as a travel agency on June 26, 2025, it was found that the resume of the travel business manager submitted by Hakuyu Kanko contained false information.

On December 4, 2023, an overseas travel agency arranged a bus trip using a chartered bus (departing from and returning to Osaka Prefecture), at fares below the minimum reported fares of the bus operator, violating Article 9-2-1 of the Road Transport Act, and facilitated travelers in receiving services that violate this law.

A corporate officer was sentenced to a term of imprisonment or more, which constitutes grounds for refusal of registration (violation of Article 6, Paragraph 1, Item 7 of the Travel Industry Act).

On March 8, 2023, a travel using a chartered bus involved arranging a bus at a fare below the minimum registered fare, facilitating a service that violates Article 9-2, Paragraph 1 of the Road Transport Act.

On May 19, 2023, an arrangement was made for a chartered bus trip originating and ending outside the operating area, providing transportation services in violation of Article 20 of the Road Transport Act, with travelers receiving such services.

A chartered bus operator involved in a trip using a chartered bus on November 19-20, 2020, was administratively penalized for violating Article 10 of the Road Transport Law by accepting a transaction fee that undercut safety costs and was paid to the travel agency.

A travel using chartered buses conducted on September 10 and October 6, 2022, involved arranging bus services at fares below the minimum reported fares by the charter bus operator, which facilitated services in violation of Article 9-2, Paragraph 1 of the Road Transport Act.

On July 12 and from July 14 to 15, 2022, arrangements were made for charter buses to transport passengers whose departure and arrival points were outside the bus company's operational area, in violation of Article 20 of the Road Transport Act.

On September 3, 2022, a service was arranged that involved using a chartered bus at fares below the minimum reported fares, which violated Article 9-2, Paragraph 1 of the Road Transport Act.

Between June 12 and June 16 of the first year of Reiwa, a travel agency arranged a chartered bus trip from Aichi Prefecture to Ishikawa Prefecture operated by an overseas travel operator. The agency arranged for the transportation of passengers whose departure and arrival locations were outside its business area, using a chartered bus that violated Article 20 of the Road Transport Law.

Between May 20 and May 23 of the first year of Reiwa, a travel agency arranged travel using chartered buses operated by an overseas travel company for trips originating and ending in Aichi Prefecture. The agency arranged the buses at fares below the minimum reported fares of the bus operators, thereby facilitating services that violate Article 9-2, Paragraph 1 of the Road Transport Law. Additionally, the agency arranged for chartered bus services transporting passengers whose departure and arrival points were outside the bus company's business areas, facilitating services that violate Article 20 of the Road Transport Law.

Arranged for a charter bus to transport passengers from and to locations outside its operating area during a trip from September 7 to 8, 2019, violating Article 20 of the Road Transport Act.

On October 5, 2019, a service provider arranged a chartered bus trip using a bus rented at a fare below the minimum limit, violating Article 9-2-1 of the Road Transport Act.

Between March 1 and March 6, 2019, a travel agency arranged a chartered bus trip (departing from and arriving in Osaka Prefecture) conducted by an overseas travel operator, involving transportation of passengers whose points of departure and arrival were outside the agency's business area, and facilitated the provision of services in violation of Article 20 of the Road Transport Law.

Between April 21 and April 26, Heisei 31, a travel agency arranged a trip using a chartered bus operated by an overseas travel operator, departing from Kagawa Prefecture and arriving in Aichi Prefecture. The agency arranged the bus at fares below the minimum reported fare of the bus operator, violating Article 9-2, Paragraph 1 of the Road Transport Act, and facilitated the provision of such services. Additionally, the agency arranged for the transportation of passengers whose departure and arrival points were outside the business areas of the bus operator, violating Article 20 of the Road Transport Act.

Facilitated the arrangement of charter bus services for trips conducted between July 4-8, 2019 (from Chiba) and July 8-13, 2019 (from Osaka), where both the departure and arrival locations were outside the bus company's operating area, violating Article 20 of the Road Transport Act.
