令和５年８月２９日（火）から８月３１日（木）まで、貴社に対して保安監査を実施したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。 改善措置を講ずるにあたっては、発生した背後要因を含めて原因を究明したうえで、再発防止のための措置を講ずること。 なお、講じた措置については、令和６年１月２９日までに報告されたい。 記 １．鷲塚針原駅の高床乗降場について、軌道設備実施基準第１９条に規定する建築限界を支障していることを把握しているにもかかわらず、必要な措置を講じていないことを確認した。 よって、同実施基準第１９条及び第３６条に基づき必要な措置を速やかに講ずること。また、鉄道施設の保全は、実施基準等に基づき実施されるよう関係者に徹底するとともに、適切に行われる体制を構築すること。 ２．運転保安設備実施基準第６７条に規定する道路上に設ける架空通信線の高さについて、複数の踏切道において、道路面上５メートルの高さを確保できていないにもかかわらず、整備計画を策定及び整備を実施していないことを確認した。 よって、同実施基準に基づき、必要な措置を速やかに講ずるとともに、適切に維持管理すること。 ３．電気設備実施基準第２７条に規定する架空き電線の離隔距離について、電柱のビームとの離隔が十分確保されていないにもかかわらず、整備計画を策定及び整備を実施していなかった。 よって、基準に抵触している箇所について、整備計画を策定し整備を実施すること。また、整備期限を明確化するなど鉄道施設を適切に維持管理する措置を講じること。 以上 【中部運輸局】
