令和４年９月６日から９月９日まで、貴社に対して保安監査を実施したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。 講じた措置については、令和５年１月２６日までに報告されたい。 以下の事項の改善措置を講ずるにあたっては、発生した背後要因を含めて原因を究明した上で、再発防止のための措置を講ずること。 記 １．電車整備実施基準第２１条（検査項目及び方法）に規定する第４号表において、断流器の動作電圧及び自動連結装置のひじと守腕との内面距離を測定することと定められているが、これらを測定していないことを確認した。 よって、同実施基準に基づき、確実な検査の実施及び適切な管理ができるよう必要な措置を講じること。 ２．運転取扱心得第７条の２（係員の教育及び訓練）に規定する列車又は車両の運転に直接関係する作業を行う係員に対する教育の実施に関して貴社で定めた社内規程「運転関係係員に対する教育および訓練実施要綱」第４条（教育の方法）において、月１回程度業務に関する研究会を開催し、鉄道係員の業務に関する知識、技能の向上を図ることと定められているが、対象となる係員のうち、１年間を通し１度も参加していない者がいることを確認した。 よって、列車又は車両の運転に直接関係する作業を行う係員に対する教 育の実施について、運転取扱心得及び社内規程に基づき、対象となる係員全てに教育を実施するとともに、適切に管理される体制を構築すること。 【関東運輸局】
