The construction company, Kabushiki Kaisha Kawamura Setsubi, submitted application documents on May 19, 2022, for construction business permits under the Building Business Act, claiming that their director served as the management responsible person as per Article 7, Item 1 of the Act. However, it was found that the director, designated as 'Construction Manager,' did not hold a position subordinate to the director, nor was he engaged in the overall management tasks such as funding procurement, technician deployment, or contract signing related to construction work. Furthermore, the company presented a false organizational chart indicating that the 'Construction Manager' held a position just below the director, and falsely claimed that the individual had experience as per the Construction Business Act Enforcement Regulations, which was not verified. These false representations led to the issuance of a construction permit on June 10, 2022. Additionally, on December 5, 2022, the company reported the abolition of permits related to plumbing and fire-fighting construction work, which is also a violation under the Building Business Act. As a result, the Osaka Prefectural Government canceled the company's construction permits, including general construction permits for plumbing and fire-fighting works, on December 21, 2022.
