The Osaka Prefecture canceled the construction business license of Kabushiki Gaisha Shukichi Kensetsu (corporate number 9120003008292) on April 12, 2023, based on violations of the Building Business Act (Article 29, Paragraph 1, Items 1 and 7). The violations include: 1) A, as of August 28, 2015, was a management architect under the Architect Law but was not employed by the construction company, did not regularly enter the company's office, and did not receive wages exceeding the regional minimum wage; 2) The company falsely reported A as a dedicated technical engineer at the office in permit applications submitted on August 28, 2015, and received specific construction permits on September 25, 2015; 3) The company submitted a change notification on February 24, 2016, claiming B, holding a first-class architect license, was a dedicated technical engineer, but B was employed elsewhere and did not work exclusively at the company's office; 4) The company submitted a permit renewal on September 25, 2020, falsely claiming B as a dedicated technical engineer; 5) The company submitted a change notification on October 11, 2021, claiming C, with an architect license, as a dedicated technical engineer, but C was not employed by the company and did not work exclusively at its office; 6) The company did not meet the standards for the permits under Article 15, Item 2 of the Building Business Act. The violations involved misrepresentation of personnel qualifications and non-compliance with licensing requirements.

The construction company, Kabushiki Kaisha Shuki Kensetsu, received a copy of a first-class architect license from individual A and submitted a change notification on October 11, 2021, attaching this copy, in violation of Article 17 of the Building Industry Law and related provisions. The company falsely reported that individual A was employed as a dedicated technical engineer at their office on October 9, 2021, despite not employing this individual, which contravenes Article 15, Paragraph 2 of the same law. The Osaka Prefecture issued an instruction based on Article 28, Paragraph 1 of the Building Industry Law, requiring the company to comply with laws and regulations, prevent similar violations, and ensure proper business operations, including refraining from submitting false documents related to permits and applications.
