On December 14, 2023, Matsuse Construction Co., Ltd. was subject to a suspension of business under Article 28, Paragraph 3 of the Building Business Act (applicable to Items 2 and 3 of Paragraph 1 of the same article). The suspension was ordered for one year, from December 28, 2023, to December 27, 2024, concerning public works or private projects receiving subsidies or grants. Despite this, the company conducted three bidding activities for public works ordered by Nagiso Town during the suspension period, and one of these resulted in a new construction contract signed on December 2, 2024, which was then executed. This constitutes a violation of Article 29, Paragraph 1, Item 8 of the Building Business Act.

The representative director of Matsuse Construction Co., Ltd. engaged in acts that impair the fairness of public bidding (obstruction of public contract bidding) by using fraudulent means to conclude a contract in a public bid related to a construction project commissioned by Nagiso Town. He was sentenced to a fine through a summary order by the Kiso Fukushima Summary Court on November 14, 2023, and the sentence was finalized. This conduct corresponds to Article 28, Paragraph 1, Items 2 and 3 of the Construction Business Act.
