(3) During the same period, the company violated Article 22, Paragraph 1 of the Act by not assigning qualified chief engineers to multiple construction sites (37 out of 124 within Osaka Prefecture and all 27 outside Osaka Prefecture), and by effectively outsourcing the contracted construction work to others without substantial involvement in the subcontracted projects, thereby not fulfilling the requirements for proper construction management.
