令和５年９月２５日及び９月２６日に、貴社に対して保安監査を実施したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。 改善措置を講ずるにあたっては、発生した背後要因を含めて原因を究明したうえで、再発防止のための措置を講ずること。 なお、講じた措置については、令和６年１月９日までに報告されたい。 記 １．土木施設実施基準（以下「実施基準」という。）第４０条で定める鉄道施設の定期検査について、以下の事実を確認した。 （１） 実施基準第４０条で定める線路検査整備内規（以下「整備内規」という。）第4-1条に規定する軌道変位検査について、整備基準値に達した箇所があること。 （２） 整備内規第6条に規定する遊間検査について、基準値を超過していたこと。 （３） 整備内規第13条に規定する構造物検査について、一部駅においてプラットホームが建築限界を支障していること。 よって、実施基準第３７条並びに整備内規第3条及び第4-2条に基づき必要な措置を速やかに講ずるとともに、鉄道施設の管理体制を構築及び整備に関する教育を実施するなど、鉄道施設の維持管理を適切に実施すること。 ２．実施基準第４０条で定める鉄道施設の定期検査について、以下の事実を確認した。 （１）整備内規第10条に規定する検査について、道床、路盤、継目、レール附属品、ガードレールについての検査を実施していないこと。 （２）実施基準第４０条第４項に定めるトンネルの詳細検査について、一部トンネルの検査を実施していないこと。 よって、実施基準第４０条及び整備内規第10条に基づき必要な措置を速やかに講ずるとともに、鉄道施設の管理体制の構築及び検査の必要性に対する教育を実施するなど、鉄道施設の検査及び維持管理を適切に実施すること。 以上 【中部運輸局】
