法令で定められた車両の定期検査（全般検査・重要部検査）の一部（試運転の検査項 目）において、「減速の能力」に係る検査記録の測定データを書き換えた車両（一編成） を事業の用に供していたことが令和６年１１月２７日に判明した。 これを受けて、令和６年１２月５日及び６日に保安監査を実施したところ、下記のと おり改善を要する事項が認められたことから、改善措置を講ずるよう指示する。 改善措置を講ずるにあたっては、当該事項に係る業務の実施計画、実施方法、実施状 況及び管理方法等の妥当性について検証する等により、背後要因を含め当該事項が発生 した原因を究明したうえで、再発防止に必要な改善策を策定するとともに、法令やルー ルの遵守について関係者に徹底すること。 なお、講じた措置については、令和７年２月３日までに報告されたい。 記 車両実施基準第５５条で定める定期検査の記録において、試運転に係る検査項目の 一部（減速の能力：減速度測定記録）の結果の数値が書き換えられていることを確認し た。また、書き換えを行った測定記録は雨天時の試運転によるものであったが、雨天の 場合を含めた試運転における減速度の確認方法や規定値について、社内規程やマニュ アル等への体系的な定めがなく、口頭による伝承により引き継がれている等の実態で あることを確認した。 よって、測定記録の書き換えが容易に行われない仕組みに改善すること。また、試運 転における減速度測定の実施方法や規定値に関する社内規程等を体系的に整備すると ともに、これに基づき教育を実施し、試運転の適切な実施を管理できる体制に改善す ること。 以上 【関東運輸局】
