| Original Japanese text | 令和４年６月２０日から６月２２日に貴社に対して保安監査を実施したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。 また、講じた措置については、令和４年１０月１２日までに報告されたい。 記 以下の事項の改善措置を講ずるにあたっては、発生した背後要因を含めて原因を究明したうえで、再発防止のための措置を講ずること。 １．軌道実施基準第４５条において、線路諸標類は常に見易いように整備しておくものと規定されているところ、蔵宿駅構内及び吉井駅～神田駅間の一部の曲線標について、表示内容が確認できないものがあったことを確認した。 よって、全線における線路標の表示状態を確認するとともに、表示内容が確認できないものについて必要な措置を講ずること。また、線路の保全業務を行う係員に対し軌道実施基準に関する教育を定期的に実施するとともに、線路標を適切に管理すること。 ２．電気設備実施基準第73条で規定する検査結果の記録について、令和元年度及び令和２年度に実施した踏切保安設備の改良工事の書類を確認したところ、同実施基準第71条で規定する新設、改良等時に実施する踏切警報機の警報時分の測定記録が保管されていなかった。 踏切警報機の警報時分の測定記録は定期検査の際に踏切遮断機の動作時分と併せて実施基準との適合性を確認する際に必要なものである。 よって、全線において踏切警報機の警報時分の測定が必要な箇所を確認し、測定が必要な箇所については測定及び同実施基準への適合性の確認を行ったうえで必要な措置を講ずること。 また、新設、改造又は修理した電気設備に関する検査の記録様式の整備を行い、今後、新設、改造又は修理した電気設備については、同実施基準第71条に規定する検査を適切に実施するとともに関係する基準との適合性を確認し、同実施基準第73条の規定する記録の保管について確実に実施すること。さらに、検査記録から経年劣化による状況を確実に確認すること。 ３．列車防護に使用する信号炎管について、運転取扱心得第２１６条に規定する受給の年月日が記録されていないこと、また、配備されている信号炎管がメーカーが定める有効期限を超過していることを確認した。 よって、配備している全ての信号炎管の管理状況を確認した上で必要な措置を講ずるとともに、信号炎管を適切に管理すること。また、同心得第２１６条に規定する「受給の年月日」では有効期限を管理することができないことから、同心得を見直すこと。なお、同心得の見直しにあたっては、法令に基づく所要の手続きを行うこと。 【九州運輸局】 |
