令和５年１０月１６日から１０月１８日まで、貴社に対して保安監査を実施したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。また、改善措置を講ずるにあたっては、発生した背後要因を含めて原因を究明した上で、再発防止のための措置を講ずること。なお、講じた措置については、令和６年３月６日までに報告されたい。記１．運転取扱実施基準第１０条に規定する適性検査（身体機能検査）のうち視機能（視力）について、動力車操縦者運転免許に関する省令第８条の２（別表二）に規定する視力の基準に適合していない乗務員が列車を操縦したことを確認した。よって、列車等を操縦する係員が作業を行うのに必要な適性を保有していることを確実に確認するとともに、適性を保有していないおそれがある場合には適切な措置を講じ、必要な適性を保有していることを確かめた後でなければ列車等の操縦業務を行わせないよう管理体制の見直しを行うこと。２．運転取扱実施基準第１０条に規定する適性検査（精神機能検査）について、適性検査実施要綱に基づき３年に１回以上定期的に実施することとしているが、一部の車両係員に対して規定された期間内に実施していなかったことを確認した。よって、精神機能検査を確実に実施する仕組みを構築し、その管理を徹底すること。以上【近畿運輸局】
