令和６年１月２９日から１月３１日まで、貴町に対して保安監査を実施したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。講じた措置については、令和６年４月２２日までに報告されたい。記１.索道施設の保安設備において、以下の事実を確認した。（１）全索道施設の過速度検出装置について、当該装置が動作する設定値が工事計画で定められた値と異なっていたこと。（２）全索道施設の風速計について、警報鳴動となる風速及び索道停止となる風速の設定値が工事計画で定められた値と異なっていたこと。（３）第4ペアリフトの保安設備について、無線制御装置が取り外され、工事計画と相違していたこと。（４）第1・第2ペアリフトの山麓停留場に配置された救助装置（緩降器付ロープ）について、配置数が工事計画と相違していたこと。よって、上記設備について修繕や鉄道事業法第三十八条で準用する同十二条に基づく索道施設変更の手続き等必要な措置を講ずるとともに、今後同様の事象が発生しないよう施設を適切に管理すること。２.索道施設の点検・検査（以下「検査等」という。）について、以下の事実を確認した。（１）整備細則第５条に基づく検査標準に、一部の設備に係る点検及び検査の項目が定められていないこと。（２）整備細則第5条に基づく検査標準に定められた検査等の項目のうち、一部の項目について、同細則第8条に基づく検査等の記録がされていないこと。よって、整備細則及び検査等の記録表の見直しを行う等必要な措置を講ずるとともに、索道施設に関する技術上の基準を定める省令第四十二条及び第四十三条に基づき、適切な検査等の実施及びその成績を記録できる体制を構築すること。【北海道運輸局】
