令和５年７月２５日から７月２８日まで、貴社に対して保安監査を実施したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。講じた措置については、令和５年１２月４日までに報告されたい。記以下の事項の改善措置を講ずるにあたっては、発生した背後要因を含めて原因を究明した上で、再発防止のための措置を講ずること。１．令和４年度の軌道変位検査及び列車動揺検査において、整備が必要となった箇所の整備までの期間が鉄道土木施設実施基準３１－１－５で定める期間を超過していることを確認した。よって、軌道整備について鉄道土木施設実施基準に基づき適切な管理ができるよう必要な措置を講ずること。２．一部の駅において移動等円滑化経路を構成するエレベータの籠内または乗降ロビーの押しボタンの点字に剥がれ若しくは損傷が生じており、視覚障害者の利用に支障を及ぼすおそれがある状態となっていることを確認した。よって、損傷等が確認された点字について速やかに必要な措置を講ずるとともに、バリアフリー設備の機能維持の観点で適切に維持管理すること。３. 鉄道に関する技術上の基準を定める省令第１０条に規定する列車等の運転に直接関係する作業を行う係員に対する教育及び訓練並びに知識及び技能の確認について、入換車両を操縦する係員に対する入換操縦に係る教育及び訓練を年間の計画を定めて実施していないこと、及び新たな業務に従事する一部の係員の知識及び技能の確認を実施していないことを確認した。よって、同省令等に基づき教育及び訓練並びに知識及び技能の確認を適切に実施するため、社内規程の改正を含め必要な措置を講ずること。以上【関東運輸局】
