令和３年１０月２６日から１０月２９日まで、貴社に対して保安監査を実施したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。講じた措置については、令和４年５月２日までに報告されたい。記１．鉄道に関する技術上の基準を定める省令第１０条に基づく、必要な適性、知識及び技能の保有を確かめずに、請負業者の係員に列車等の運転に直接関係する作業を行わせていたことを確認した。よって、同省令第１０条に基づき、必要な適性、知識及び技能の保有について、確実に確かめた上で作業を行わせること。２．鉄道技術基準省令に基づく実施基準（施設関係）第４１条第１０項（２）に定めるトンネルの特別全般検査について、２０年を超えない期間ごとに行う特別全般検査実施の必要性を認識しておらず、前回の検査時期についても把握していないことを確認した。よって、同実施基準に基づく特別全般検査に関する教育を実施するとともに、適切な検査が確実に実施できるよう、通常全般検査と特別全般検査を区別した検査実施の体制を構築すること。３．鉄道技術基準省令に基づく実施基準（施設関係）第４４条に規定する施設（橋りょう・トンネル）の変状記録について、当該構造物の変状履歴が把握できるよう保存されていないことを確認した。よって、同実施基準に基づき、変状履歴が把握できるよう保存すること。４．鉄道技術基準省令に基づく実施基準(電気関係)第５５条に規定する定期検査において、当該実施基準に基づくＡＴＳ装置の検査の一部が実施されておらず、実施基準で規定する定期検査項目と検査記録の項目について整合性が図られていないことを確認した。よって、当該定期検査項目の必要性について検討し、必要であれば検査を実施し、実施基準の変更が必要であれば手続きを実施すること。また、他の定期検査についても実施基準に規定する定期検査項目と検査記録の整合性を図るなど、保守管理体制を構築すること。５．運転関係実施基準第１２条に規定する列車等の運転に直接関係する作業を行う一部係員に対し、作業を行うのに必要な知識及び技能を保有するための操縦訓練が実施されず、また、列車等の運転に必要な知識及び技能を保有していることを確かめていないことを確認した。よって、運転関係実施基準第１２条に基づき、列車等の運転に直接関係する作業を行う係員に対し必要な教育・訓練を実施するとともに、列車等の運転に必要な知識及び技能を保有していることを確かめること。６．令和２年度に実施した守内かさ神駅から南河内駅間の通信ケーブル更新において、架設方法について架空式から地上式に変更していたにもかかわらず、鉄道事業法第１２条の手続きがされていないことを確認した。よって、同法に基づく手続きを速やかに実施するとともに、過去に実施した鉄道施設の変更において、同法に基づく手続きの未済がないか確認すること。また、同法に基づく手続きが確実に実施されるよう社内の体制を構築すること。【中国運輸局】
