令和５年８月２１日から９月１日まで、貴社に対して保安監査を実施（うち８月２１日から８月２３日及び８月３０日から９月１日までは現地調査を実施）したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。また、改善措置を講ずるにあたっては、発生した背後要因を含めて原因を究明した上で、再発防止のための措置を講ずること。なお、講じた措置については、令和６年１月１５日までに報告されたい。記１．運転取扱実施基準第７条に規定する適性検査（身体機能検査）のうち視機能（視力）について、動力車操縦者運転免許に関する省令第８条の２（別表２）に規定する合格基準に適合していない運転士が列車を操縦していたことを確認した。よって、運転士に対する適性検査（身体機能検査）について、確実な適性の有無の確認が行えるよう管理体制の見直しを行うこと。２．車両関係実施基準第７条に規定する適性検査（精神機能検査）の結果が運転関係従事員の適性検査実施要綱３．適性検査の判断基準を満たしていない車両係員に対し、単独で転てつ器を操作する作業を行わせていたことを確認した。よって、当該車両係員が作業を行うのに必要な適性の有無の確認を行うとともに、当該係員に対して列車又は車両の運転に直接関係する作業について理解させること。また、適性検査（精神機能検査）の結果を踏まえ、係員に適切に指示を行い、作業の実態について把握し適切に管理監督を行うこと。３．土木関係実施基準第１９条に規定する建築限界について、吉礼駅のプラットホームの高さが建築限界を一部支障していることを確認した。よって、建築限界を支障している箇所について、速やかに必要な措置を講ずること。また、定期検査等の結果から実施基準に抵触する箇所等があった際には、修繕の時期及びその方法を検討した上で修繕計画を策定し、確実に整備を行うこと。４．土木関係実施基準第８３条に規定する軌道変位の定期検査について、再測定の結果及び修繕の結果の記録が保管されていないことを確認した。よって、同実施基準第９９条に基づき、定期検査の結果及び修繕の結果について、確実に記録し保管を行うこと。【近畿運輸局】
