令和４年５月２６日から２７日まで、貴社に対して保安監査を実施したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。講じた措置については、令和４年１０月３日までに報告されたい。記指示事項１．令和元年１１月９日に発生した搬器衝突事故について、運輸局へ速報及び届出等がされていないことを確認した。よって、当該搬器衝突事故については鉄道事故等報告規則に基づき速やかに届出するとともに、事故発生時の手順の確認と関係規程類の教育について、索道関係係員全体で実施すること。２．事務所及び各停留所に備える輸送の安全確保に係る規程類が、改正前のものであること及び紅葉谷線救助作業要領が変更されていないことを確認した。よって、安全管理規程に基づき、施設や用具、取扱変更時においては細則変更の必要性について十分検討するとともに、変更があった場合は速やかに社内の規程類を更新し、必要に応じて実施細則等の変更手続きを行えるよう管理手法を構築すること。３．整備細則第８条に基づく検査標準に規定する制動装置のブレーキシューの隙間間隔の検査について、一部の検査の記録が整備標準及び限度値を超過しているにもかかわらず、調整しないまま運行を行っていたこと、同検査標準に規定する検査項目のうち一部の検査結果が記録されていないこと及び獅子岩線の設備において係員に対して必要な教育が行われておらず係員が停止ボタンの場所を把握していなかったため始業点検の一部が実施されていないことを確認した。よって、索道施設に関する技術上の基準を定める省令第４１条、第４２条及び第４３条に基づき、確実な点検及び検査の実施並びに検査の成績の記録を行い、検査の実施状況を適切に管理する体制を構築すること。【中国運輸局】
