| Original Japanese text | 令和7年12月9日（火）から12日（金）まで、貴社に対して保安監査を実施したところであるが、監査の結果、改善の要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。 改善措置を講ずるにあたっては、発生した背後要因を含めて原因を究明したうえで、再発防止のための措置を講ずること。 なお、講じた措置については、令和８年6月11日までに報告されたい。 記 １．軌道整備細則第22条で定める軌道の狂いについて、軌道の定期検査時において整備基準値を超える箇所があり、その後の軌道の整備後においても整備基準値を超過している箇所があることを確認した。 よって、同整備細則第２２条に基づき必要な措置を速やかに講ずるとともに、軌道の維持管理を適切に実施すること。 ２．軌道整備細則第29条で定める分岐器の保守について、同条において準じて行う第22条の規程で定める軌道狂いの検査について、一部の分岐器の整備基準値の設定に誤り等があり、適切な検査が実施出来ていない箇所があることを確認した。 よって、同整備細則第29条に基づく分岐器の保守が適切に実施できるよう、整備基準値を適正なものに設定すると共に、係員に対し必要な教育を実施するなど軌道の維持管理を適切に実施すること。 ３．軌道実施基準第35条で定める分岐器の軌道の狂いについて、整備基準値（クロッシング部の期間にあっては、限度値）を超過しているにもかかわらず必要な措置を講じていない箇所があることを確認した。 よって、同実施基準第３５条に基づき必要な措置を速やかに講ずるとともに、軌道の維持管理を適切に実施すること。 ４．軌道実施基準第38条で定める鉄道施設の定期検査について、一部駅（家久駅、サンドーム西駅、西山公園駅、鳥羽中駅、三十八社駅、浅水駅、ハーモニーホール駅、江端駅、花堂駅）において、プラットホームが同実施基準第16条で定める建築限界を支障しているにもかかわらず、同実施基準第35条に基づき必要な整備を行うなど建築限界に死傷しない必要な措置を講じていないことを確認した。 よって、同実施基準第16条に基づき必要な措置を速やかに講ずると共に、鉄道施設の維持管理を適切に実施すること。 ５．車両構造装置について、鉄道事業法第13条第２項に規定する変更の確認を受けていないにもかかわらず、火災対策に係る材料が変更されていたこと、その内、車両の客室内乗降口上部の壁面については燃焼性規格が確認されていない材料が使用されていたことを確認した。 よって、車両材料を変更使用とする場合は車両実施基準との適合性を確認し、同実施基準との適合性が確認できない材料は即時取り外すこと。また、車両確認の申請の手続きが確実に行われるよう体制の構築を図ること。 以上 【中部運輸局】 |
