令和５年２月８日から２月１０日まで、貴社に対して保安監査を実施したところであるが、保安監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。 講じた措置については、令和５年１０月６日までに報告されたい。 なお、改善措置を講ずるにあたっては、背後要因を含め当該事象が発生した原因を究明したうえで、再発防止に必要な改善策を策定するとともに、輸送の安全に係る業務が確実に実施できるよう留意すること。 記 １．軌道及びこれに付帯する分岐器について、線路検査実施基準第７９条に規定する軌道の変位検査の結果、同実施基準第６条に規定する軌道整備基準値を超過している箇所があったにもかかわらず、整備をしていないことを確認した。 整備基準値を超過している箇所については、既に整備が完了したと報告を受けたところであるが、今後、鉄道施設の維持管理を適切に実施されるよう関係者の実施基準に対する理解を深めるため、教育内容の見直しを図るとともにチェック体制を強化するなど、管理方法及び体制を見直すこと。 以上 【東北運輸局】
