令和３年１２月１５日から１２月１７日まで、貴社に対して保安監査を実施したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。講じた措置については、令和４年３月１７日までに報告されたい。記以下の事項をはじめとして、現場の状況を的確に把握する体制を整備した上で、現場の業務の実施状況を定期的に検証して、課題を整理し、必要な改善を行うとともに、改善の実行性が確保されるような安全管理体制の強化を図ること。１．石川線の軌道変位検査について、２ｋ８０３ｍ～２ｋ９２２ｍの区間において実施基準（土木）第６１条第２項に基づく許容期間内に検査を実施していなかったことを確認した。よって、実施基準（土木）に基づく定期検査が適確に実施されるよう、法令の遵守、定期検査の性格等について、あらためて安全統括管理者、技術管理者、保線区長その他の関係者を教育すること。また、安全統括管理者の管理の下、検査の実施状況を適切に管理する体制に見直すとともに、今後の定期検査の実施計画の策定又は変更に際しては、各種工事の予定等を十分に精査し、定期検査を許容期間内に実施するように計画すること。【北陸信越運輸局】
