令和５年７月１１日から７月１２日まで、貴社に対して保安監査を実施したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。改善措置を講ずるにあたっては、発生した背後要因を含めて原因を究明したうえで、再発防止のための措置を講ずること。なお、講じた措置については、令和５年１０月１４日までに報告されたい。記１．運転取扱実施基準第５条で定める細則「運転関係係員教育訓練実施要領」（以下「要領」という。）第３条で定める、列車等の運転に直接関係する作業を行う係員に対する教育訓練について、一部係員に対する運転技能の確認の一部を行っておらず、また、要領第５条で定める安全統括管理者への技能訓練の結果報告を行っていないことを確認した。よって、同実施基準に基づき一部係員に対する運転技能の確認を速やかに実施するとともに、列車等の運転に直接関係する作業を行う係員に対する教育訓練が適切に実施されるよう係員教育に関する管理体制を改善すること。以上【中部運輸局】
