平成２８年６月１日施行の建設業法（昭和２４年法律１００号）の改正により、建設業許可の対象に「解体工事業」が新設された。 これに伴い、当該施行日時点で「とび・土工工事業」の専任技術者の配置基準を満たしている者は、令和３年６月３０日までの間に限り、「解体工事業」の専任技術者の配置基準を満たす取扱いとする経過措置が講じられた。 この経過措置が終了したことにより、株式会社ＮＥＲは解体工事業の建設業許可において、建設業法第７条第２号に掲げる専任技術者の配置基準を満たさなくなった。
