令和７年６月９日から６月１１日まで、貴社に対して保安監査を実施したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。 講じた措置については、令和７年１２月８日までに報告されたい。 記 １．土木実施基準第４５条に規定されている軌道変位検査において、以下のことを確認した。 ①整備基準値を超過していた箇所（以下「整備基準値超過箇所」）の未整備箇所。 ②整備基準値超過箇所の未整備箇所のうち、一部区間については現地と設計線路諸元が異なるため、通り変位が解消されない箇所があり、それに対し適切に対応されていないこと。 ③整備基準値超過箇所のうち、整備した箇所の記録が残されていないこと。 ①、②については、土木実施基準第４０条に規定されている適時適切の整備が行われていないことを確認した。 ③については、土木実施基準第５２条に規定されている記録の保存が行われていないことを確認した。 よって、軌道の適切な保全を行うため、専門機関を活用する等、業務の実施方法及び管理方法について検証し、軌道管理全体について見直しを行い、適切な管理ができるよう必要な措置を講ずること。 ２．令和４年３月１６日、令和４年７月２６日、令和５年３月７日及び令和６年５月８日に報告対象の輸送障害が発生しているが、鉄道事故等報告規則第５条第４項に基づく鉄道運転事故等届出書の提出が行われていないことを確認した。 よって、報告対象の鉄道運転事故等について、他に報告されていない事象の有無について確認するとともに、同規則に基づく報告が確実にされるよう必要な措置を講ずること。 ３．鉄道に関する技術上の基準を定める省令第１０条に基づく、列車又は車両の運転に直接関係する作業を行う係員の身体機能検査の結果について、運転管理者及び乗務員指導管理者が作業を行うのに支障がないことを確かめずに作業に就かせていたことを確認した。 よって、同係員の身体機能検査の結果について、作業を行うのに支障がないことを速やかに確認し、管理者が適切に管理できるよう必要な措置を講ずること。 ４．鉄道事業法第１３条で定める車両の確認を受けていないキハ１００形気動車について、令和７年１月２０日から４月１３日の間、線路閉鎖の措置を講じずに乗務員の操縦訓練を行っていたことを確認した。 よって、車両の確認を受けていない車両を本線上で走行させる場合には、運転実施基準第５８条に基づく線路閉鎖を確実に実施した上で行うとともに、線路閉鎖の要否の解釈に齟齬が出ないよう、必要に応じ関係規程（線路閉鎖取扱規程、線路閉鎖手順書）を見直すことや関係者への再教育等、確実な取扱いができるよう必要な措置を講ずること。 以 上 【関東運輸局】
