令和６年２月１４日、貴町に対して保安監査を実施したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。講じた措置については、令和６年４月２２日までに報告されたい。記１.倶知安町旭ヶ丘スキー場リフトにおいて、平成２９年度に実施した原動軸のユニバーサルジョイントの変更及び令和２年度に実施した通信ケーブルの変更について、鉄道事業法第３８条で準用する同法第１２条に基づく索道施設変更の手続き前に工事を行っていたことを確認した。よって、今後同様の事象が発生しないよう適切な措置を講ずること。２.索道施設の点検・検査について、以下の事実を確認した。（１）単線固定循環式特殊索道整備細則第5条に基づき実施する12月検査（臨時検査（2））のうち、照明設備の検査を実施していないこと。（２）単線固定循環式特殊索道整備細則第5条に基づき実施する12月検査（臨時検査（2））のうち救助装置について、細則第8条に基づく検査の記録がされていないこと。よって、未実施となっている照明設備の検査を実施するとともに、検査記録表の見直しを行い、索道施設に関する技術上の基準を定める省令第四十二条及び第四十三条に基づき、適切な検査の実施及びその成績を記録できる体制を構築すること。【北海道運輸局】
