On February 14, 2024, the Hokkaido Transport Bureau conducted a safety audit of Kutchan Town. The audit revealed that modifications to the universal joint of the drive shaft at the Asahigaoka Ski Resort lift in 2017 and the communication cable in 2020 were carried out prior to completing the procedures for cableway facility modifications under Article 12 of the Railway Business Act, which is an extension of Article 38 of the same law. The bureau has instructed the town to take appropriate measures to prevent similar incidents in the future. Additionally, deficiencies were found in the inspection and testing of the cableway facilities. Specifically, the lighting equipment was not inspected during the December inspection (temporary inspection 2) as required by Article 5 of the Special Rules for the Construction of Single-Track Fixed Circular Ropeways, and records of rescue device inspections under Article 8 of the same rules were not maintained. The bureau has directed the town to conduct the overdue lighting inspections, review inspection records, and establish a system to ensure proper inspections and record-keeping in accordance with Orders No. 42 and 43 of the Ministry Ordinances on Technical Standards for Cableway Facilities. The town must report the corrective actions taken by April 22, 2024.
