令和５年１月１０日から１月１１日まで、貴社に対して保安監査を実施したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。講じた措置については、令和５年３月１３日までに報告されたい。記１.単線固定循環式特殊索道整備細則第５条に基づく第１ペアリフトの配電線路に係る電柱について、１月検査及び適合確認検査を実施していないことを確認した。よって、当該検査を確実に実施するとともに、索道施設の検査を適切に管理できる体制を構築すること。２.単線固定循環式特殊索道整備細則第８条に基づく第１ペアリフト及び第２ペアリフトの索条の検査等について、記録を一部保存していないことを確認した。よって、索条に関する検査等の記録を適切に保存するとともに、索道施設の検査を適切に管理できる体制を構築すること。３.単線固定循環式特殊索道整備細則に、現在の実態に合わない点検・検査項目が規定されていることを確認した。よって、検査実態に合わせ同細則を見直すとともに、索道施設の検査を適切に管理できる体制を構築すること。４第１ペアリフト（９号柱に設置された風速計）及び第２ペアリフトにおける、警報鳴動及び警戒運転を行う風速の変更について、鉄道事業法第三十八条において準用する同法第十二条に基づく索道施設の変更及び索道施設に関する技術上の基準を定める省令第四条に基づく索道運転細則の変更が届出されていないことを確認した。よって、必要な変更手続きを行うとともに、今後同様の事象が発生しないよう適切に管理すること。【北海道運輸局】
