令和３年１１月２９日から１２月１日まで、貴社に対して保安監査を実施したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。 講じた措置については、令和４年４月２５日までに報告されたい。 記 以下の事項をはじめとして、現場の状況を的確に把握する体制を整備した上で、現場の業務の実施状況を定期的に検証して、課題を整理し、必要な改善を行うとともに、改善の実行性が確保されるような安全管理体制の強化を図ること。 １．車両の定期検査項目の一部について、限度及び標準値を変更した際に、内規で定める車両限度表を改正しておらず、重要部検査及び全般検査を委託している東急電鉄株式会社に対しても、安全管理規程第３２条第６項に基づく業務に必要な情報の伝達が行われていなかったことを確認した。 よって、検査の実態と規程類の整合性を確認し、必要な見直しを実施するとともに、検査等の委託に際しては、安全管理規程を遵守し、適正な品質を確保するために委託会社との情報連絡体制を見直すなど管理体制を強化すること。 ２．下之郷駅上り線プラットホームに設置されている工作物が、軌道整備心得（実施基準）第２３条に規定する建築限界（プラットホームに対する限界）を支障していることを確認した。また、２０２０年度の「別所線ホーム調査」においては、下之郷駅上り線ホームに関わらず、プラットホームに対する限界を支障する又はそのおそれのある検査結果となっている箇所が複数あることを確認した。 よって、下之郷駅上り線ホームに設置されている工作物に対して適切な措置を講じるとともに、その他のホームにおいても建築限界を支障している状況にある場合は、同様に適切な措置を講ずること。 また、関係する社員の建築限界に対する理解を深め、各種工事の際は部門間における連携を強化し工作物等が建築限界を支障することの無いよう工事の施工管理体制を強化すること。さらに、毎年実施している「別所線ホーム調査」に関しては、必要な諸元を再検証したうえで調査を実施し、調査結果において限界を支障している場合は、適切な措置を講ずるよう体制を見直すこと。 【北陸信越運輸局】
