令和４年７月４日から７月８日まで、貴社に対して保安監査を実施したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。講じた措置については、令和４年１０月１７日までに報告されたい。以下の事項の改善措置を講ずるにあたっては、発生した背後要因を含めて原因を究明した上で、再発防止のための措置を講ずること。記運転取扱実施基準第７条に規定する列車又は車両の運転に直接関係する作業を行う係員に対する適性、知識及び技能の確認において、次の(１)及び(２)のことを確認した。 (１) 同実施基準に基づき定めた社内規程「係員教育実施要領」（以下「社内規程」という。）では、身体機能検査および精神機能検査による適性検査に適合し、知識・技能の確認に合格した者に対して、精神機能検査の実施日もしくは知識・技能の確認に合格した日のいずれか古い日より起算して３年を超えない日を有効期間とする係員教育認定証を交付することとしているが、令和４年１月１１日以降に交付した係員教育認定証の一部において、精神機能検査の実施日よりも知識・技能の確認に合格した日が古いにもかかわらず、精神機能検査の実施日より起算して３年を超えない日を有効期間とした係員教育認定証を交付していたこと。 (２) 列車又は車両の運転に直接関係する作業を行う係員に対して、必要な適性並びに知識及び技能を保有していることを確認しなければ作業を行わせてはならないこととなっているが、社内規程で定める「安全の基本」に関する確認試験を受け、必要な知識及び技能を保有していることを確認する前に、一部の当該係員に対し作業を行わせていたこと。よって、列車又は車両の運転に直接関係する作業を行う係員に対する適性、知識及び技能の確認について、運転取扱実施基準に基づき適切に実施される体制を構築すること。【関東運輸局】
