令和６年９月１２日から全国の鉄軌道事業者に対し指示した「鉄道車両における 輪軸の緊急点検」に基づき、貴社より、平成２０年～平成２９年において、規定等 から逸脱した輪軸をそのまま使用していた、作業記録を書き換えていた等の報告が あった。当該事案の判明を受け、国土交通省において鉄道事業法に基づく保安監査 を実施したところ、当該事案が事実であることが確認された。こうした作業記録の 書き換えについては、輸送の安全確保の仕組みを根底から覆す行為であり、到底容 認できるものではない。 また、当局は輸送の安全に関する情報について、その内容等を踏まえ、全国の鉄 軌道事業者に共有し注意喚起を図る等必要な対応を行っており、これらの事案につ いて、速やかに当局に報告がされなかったことは遺憾である。 貴社においては、輸送の安全に関する情報等の共有について現時点で問題がない か、また、同様の問題が他の作業や部門でないか等の安全管理体制について改めて 点検し、不適切な事案が生じた際に、速やかに報告を行うことのできる仕組みを構 築すること。 【鉄道局】
