鉄道の輸送の安全の確保については、機会あるごとに注意喚起してきたところであり、令和5年6月1日付事務連絡「梅雨前線による大雨及び台風第２号に備えた安全輸送の確保について」にて、沿線の降雨状況の把握に努め、気象状況等を適確に判断しつつ、施設等への被害が予想される場合には、適切に運転規制を行うなど事前の対応に万全を期すよう指導したところであるが、6月2日中村線土佐白浜駅から有井川駅間において、斜面から流入した土砂に列車が乗り上げる列車脱線事故を発生させたことは誠に遺憾である。本件事故については、現在、運輸安全委員会において原因調査中であるが、土砂が流入し、脱線事故が発生した現場は、災害時の運転規制手続きを定める社内規程「災害時運転規制手続」において、降雨時の斜面崩壊に対し設定された規制区間内に位置しているが、当該社内規程に基づく雨量計警報装置の監視が適切に行われなかったことが要因のひとつであると考えられる。雨量計警報装置の監視が適切に行えなかったのは、当該列車を最終列車とし、以後の運転を中止するための手配に追われ、雨量計警報装置への注意を欠いていたこと、また運転規制を要請する施設車両区長が、打合せのため雨量計警報装置が設置された執務室を離れていため、結果的に当該区間を規制する雨量計の雨量が運転中止の値に達していたにも関わらず、当該列車は、現場付近を通常の速度で走行し脱線している。本件事故は、幸い乗客が全て下車した後に発生したが、一歩間違えば多くの負傷者が生ずる恐れのある事態であった。現場最徐行等の緊急対策を講じた上で運転を再開するとしているところであるが、多雨期を迎えていることを踏まえ、引き続き、万全の対応を継続するとともに、同種事故防止のため、背後要因を含む原因を究明のうえ、適切な運転規制を行えるよう運転規制に係る規程や実施体制の見直しを行うとともに、現場斜面の恒久対策の検討を速やかに行うよう厳重に警告する。なお、講じた措置については、文書により速やかに報告されたい。【四国運輸局】
