貴局に対しては、令和６年９月２０日付け九運鉄監第１９号にて保安監査の実施結果に基づく改善指示を行ったところである。 貴局から令和６年１０月２１日付け熊交運発第０００２５７号「保安監査結果に対する改善策について（中間報告）」により改善報告（中間報告）が提出され、現在も最終報告に向けて改善に取組んでいるところであるが、その後もインシデント事象を発生させるとともに、「年末年始の輸送等に関する安全総点検」の期間中である令和６年１２月３１日には、熊本城・市役所前停留場～花畑町停留場間において軌間拡大によるものと考えられる車両脱線事故を発生させた。 更に、同事故後に、軌道の整備を行ったにもかかわらず、事故現場付近で新たに軌間が拡大している箇所が確認され、整備のための運休が発生する等、利用者に影響を与える事象が発生していることは、誠に遺憾である。 ついては、貴局の全線の軌道について、安全性を再確認し、現在の軌道の維持管理の方法について再度検証を行うとともに、背後要因を含めた原因究明と再発防止対策を策定することにより輸送の安全に係る業務を適切に実施されたい。 また、講じた措置等については、速やかに報告されたい。 【九州運輸局】
