令和３年９月２８日から１０月１日まで、貴社に対して保安監査を実施したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。講じた措置については、令和３年１２月１５日までに報告されたい。記以下の事項について、課題を整理し必要な改善を行うとともに、改善の実行性が確保されるよう安全管理体制の強化を図ること。１．令和３年９月２日に実施した立山線１９ｋ６１０ｍ付近における軌道整正の仕上がり検査について、軌道実施基準第１１９条に基く検査結果に対する検証が実施されていなかったことを確認した。検査結果に対する検証が実施されていなかった要因は、現業係員の認識不足並びに管理部門の確認不足によるところが大きい。よって、現業係員の意識を向上させるため、関係する規程類について再度教育を実施するとともに、教育に対する理解度を確実に把握すること。また、規程類の適切な運用を図るため管理体制を強化（検査記録に対する検収体制の強化、検査記録様式の見直し、作業の実態と規程類との整合を確認したうえでの規定の見直し等）すること。２．橋まくらぎに関して、フックボルト及びまくらぎけい材に対する軌道実施基準第３１条に規定する線路保守の基本方針に基づく保守管理が実施されていないことを確認した。また、長大橋りょうに至っては、応急措置以外の軌道実施基準第１１９条に基づくまくらぎ更換計画が検討されていないことを確認した。よって、橋まくらぎのフックボルト及びまくらぎけい材について、適切な保守管理が実施できるよう体制を構築すること。また、長大橋りょうにおいては、橋まくらぎの更換計画を策定するなどして、保守管理の強化に努めること。３．軌道実施基準第１１０条で規定する遊間検査について、内規によりＣ判定と判断された区間に対し、軌道実施基準第１１９条で規定する必要な措置を講じていないことを確認した。よって、遊間検査の結果について、遊間整正の必要性検証を実施し、検証結果に応じて適切な措置を講ずること。また、今後の遊間管理を考慮して、規定を整理するなど必要な管理体制の見直しを図ること。【北陸信越運輸局】
