令和５年３月１日及び３月２日に貴社に対して保安監査を実施したところであるが、保安監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。講じた措置については、令和５年５月１日までに報告されたい。なお、改善措置を講ずるにあたっては、背後要因を含め当該事象が発生した原因を究明したうえで、再発防止に必要な改善策を策定するとともに、輸送の安全に係る業務が確実に実施できるよう留意すること。記１．特殊索道運転取扱細則第３４条に附属する特殊索道救助作業要領第３条及び別表に定める、索道の運転が停電、事故、故障等により主原動機による運転が不能となった場合の乗客の救助体制と実際に配置されている要員数が相違していることを確認した。よって、速やかに乗客の救助に必要な体制を構築すること。２．運転室制御盤に備えられている風速計の設定値について、特殊索道運転取扱細則別表１に規定している異常気象時の風速と相違していることを確認した。既に設定値を同細則の規定値に変更したと報告を受けているが、今後、特殊索道運転取扱細則に基づく運転が適切に実施されるよう索道係員に法令等の遵守を含め教育するとともに、運転状況の確認を行うなど、管理方法の見直しを行うこと。３．鉄道事業法第３８条の規定により準用する同法第１２条第２項に基づく索道施設変更届出を行うことなく、索道施設に備える保安通信設備の種類の変更が行われていたことを確認した。よって、速やかに当該届出を行うこと。また、今後、鉄道事業法に基づく手続きが確実に実施されるよう関係法令への理解を深めるとともに、手続きの未実施を防止するための仕組みを構築すること。４．単線固定循環式特殊索道整備細則第５条に定める１月検査及び１２月検査における接地抵抗検査及び絶縁抵抗検査の一部を実施していない状況を確認した。また、これらの検査について同細則第８条に定める記録を実施していない状況を確認した。よって、未実施の検査項目について速やかに検査を実施して安全性を確認するとともに、結果を記録し保存すること。また、今後の索道施設の管理にあたっては、整備細則等に基づく保守管理が適切に実施されるよう、管理方法を見直すこと。【東北運輸局】
