【Administrative guidance】 The Hokkaido Transport Bureau conducted a safety (security) audit of your association on August 24–25, 2026. As a result of the audit, matters requiring improvement were found; therefore, you are instructed to take corrective measures regarding the following items. Please report the measures you have taken by October 15, 2026. 1. In the January inspection and the conformity confirmation inspection under Article 5 of the Single-Line Fixed Circulating Special Ropeway Maintenance Rules, it was confirmed that the performance results for the following items were not recorded. (1) January inspection - Rope (supporting rope): “Amount of elongation (measurement)” - Support posts: Receiving rope device, anti-derailment device - “Whether the external appearance condition is good or not (visual inspection)” - “Whether there is abnormal wear in the groove and/or whether there is damage (visual inspection)” - “Whether the rotation condition is good or not (visual inspection, auditory inspection)” - “Whether the condition of the anti-derailment device is good or not (visual inspection)” (2) Conformity confirmation inspection - Other structures: Boarding/alighting area - “Whether each part has damage or not (visual inspection)” - “Whether the gap between the carrier seat surface and the floor surface is good or not (measurement)” - “Whether various signs/indications, etc. are good or not (visual inspection)” - “Whether the condition of embankment, stone masonry, etc. is good or not (visual inspection)” - Other structures: Buildings - “Whether the external appearance condition is good or not (visual inspection)” - “Whether posted materials, etc. are good or not (visual inspection)” Therefore, under Article 8 of the Single-Line Fixed Circulating Special Ropeway Maintenance Rules, take necessary measures such as reviewing the inspection results record book so that inspection results can be reliably recorded. 2. Regarding the recording of inspection(s) of the rope, etc. under Article 8, Paragraph 2 of the Single-Line Fixed Circulating Special Ropeway Maintenance Rules, it was confirmed that records from the period from after the rope was replaced up to fiscal year 2022 were not preserved. Therefore, appropriately preserve the records of rope inspections, etc., and establish a system that enables appropriate management of inspections of ropeway facilities. 3. It was confirmed that, despite changes in the type of the rescue device, a notification of changes to the ropeway facility was not filed.
