On September 5, 2022, at a slope construction site in Fukuyama, Mie Prefecture, a worker employed by a secondary subcontractor fell from a slope approximately 16.4 meters high with a 66-degree incline and died. The site’s conditions made it difficult to set up scaffolding or other work platforms, requiring the use of fall-prevention harnesses. The company and its officers did not take these measures, leading to a violation of the Labor Safety and Health Law, for which they received a summary order from Hakodate Summary Court on July 7, 2023, with the sentence finalized. This incident constitutes a violation under the Construction Business Act, Article 28, Paragraph 1, Item 3. The Hokkaido Development Bureau issued an instruction to address this violation, including measures to prevent recurrence, such as informing officers and staff, strengthening safety management, and conducting ongoing training to ensure compliance with relevant laws.
