The construction business operator in Osaka city subcontracted the construction work to Regalo Co., Ltd., but violated Article 24-8, Paragraph 2 of the Construction Business Act by not notifying the client of the re-subcontracting to the designated construction business operator who directly contracted the work from the client.

The construction company entered into subcontract agreements with Kabushiki Kaisha Daiju and Kabushiki Kaisha Regalō, both of which were operating without the necessary permits for construction business as required by Article 3, Paragraph 1 of the Construction Business Act, in private projects within Osaka City. Additionally, the company violated Article 22, Paragraph 2 of the same law by collectively accepting construction work from Kabushiki Kaisha Daiju and then assigning the entire contracted construction work to Kabushiki Kaisha Regalō, in breach of the law's provisions.

The revision of the Construction Business Act (Act No. 55 of 2014), which established new demolition business regulations, included a transitional measure that considered technicians of demolition and earthwork construction firms prior to the law's enforcement as demolition contractors until June 30, 2021. This transitional measure has ended, and as of that date, the entity no longer meets the standards listed in Article 15, Paragraph 2 of the Construction Business Act.
