The construction company violated Article 26, Paragraph 1 of the Construction Business Act by submitting false proof of practical experience to obtain the qualification of First-Class Electrical Work Construction Management Engineer. As a result, they assigned individuals who did not meet the qualification requirements as chief engineers at multiple private construction sites in Osaka City.

The construction company, on August 23, 2018, July 10, 2019, August 20, 2020, August 12, 2021, and August 10, 2022, submitted applications for management scale evaluation with review dates of March 31, 2018; March 31, 2019; March 31, 2020; March 31, 2021; and March 31, 2022. In these applications, they violated the provisions of Article 27-26, Paragraphs 2 to 4 of the Building Business Act by falsely certifying practical experience during technical examinations to unlawfully acquire qualifications (for Person A: first-class electrical construction management engineer and first-class pipe construction management engineer; for Person B: first-class pipe construction management engineer). They falsely stated that these individuals possessed the technical abilities associated with the qualifications, despite not having such abilities.
