当該建設業者は、平成30年８月23日、令和元年７月10日、令和２年８月20日、令和３年８月12日及び令和４年８月10日に行った、平成30年３月31日、平成31年３月31日、令和２年３月31日、令和３年３月31日及び令和４年３月31日を審査基準日とする経営規模等評価の申請において、建設業法第27条の26第２項から第４項までの規定に違反して、当該申請書及び添付書類に、技術検定の受検に際し虚偽の実務経験の証明を行うことによって不正に資格（Ａ氏にあっては１級電気工事施工管理技士及び１級管工事施工管理技士、Ｂ氏にあっては１級管工事施工管理技士）を取得したため当該資格が証する技術的能力を有さない両氏について当該資格が証する技術的能力を有する者であるとの記載をした。
