The former director and advisor of (株)岩村組 were involved in a government-ordered bid-rigging incident related to the Matsuura District Land Readjustment Project No. 33 and the Hirakida Yanahara District Water Intake Construction No. 1, commissioned by the Rural Development Department of the Shibata Regional Promotion Bureau. They received guidance on the project’s estimated prices and used fraudulent means to undermine the fairness of public bids, leading to their arrest on September 20, 2023, on suspicion of obstructing public contract proceedings. Subsequently, the former director was fined on October 11, 2023, with the sentence finalized on October 26, 2023. The former advisor was sentenced to 1 year and 6 months in prison with a 3-year probation on January 29, 2024, with the sentence finalized on February 14, 2024. This conduct falls under Article 28, Paragraph 1, Item 3 of the Building Industry Act. As a result, Niigata Prefecture has ordered a 120-day suspension of civil engineering operations, limited to public works, from April 11, 2024, to August 9, 2024.
