FreeFactoryの代表者は、神戸市内において、建設業許可を持たずに軽微な工事の基準額を超過した請負契約を締結した。このことは、建設業法第28条第2項に該当する。また、当社は当該工事において、追加費用が発生する等当初の請負契約が変更になったにもかかわらず、変更内容が記載された書面を交付しなかった。このことは建設業法第19条第2項に違反する。
