令和７年１０月１４日（火）から１６日（木）及び同年１１月４日（火）から６日（木）まで、貴社に対して保安監査を実施したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。改善措置を講ずるにあたっては、発生した背後要因を含めて原因を究明したうえで、再発防止のための措置を講ずること。なお、講じた措置については、令和８年５月１日までに報告されたい。記１．以下の鉄道施設について、現状の鉄道施設が工事計画等と相違していることを確認した。（１）金谷駅・家山駅間における緩和曲線の挿入（２）0k800m付近（金谷駅・新金谷駅間）の土留壁（３）家山駅のプラットホーム上屋よって、速やかに鉄道事業法第１２条に基づく手続きを行うなど必要な措置を行うとともに、担当者等の教育や社内の確認体制を改善するなど同種事案が再び発生することがないよう適切な措置を講ずること。２．実施基準（土木編）第４１条に定める定期検査について、以下の事実を確認した。（１）同実施基準第４１条に基づき定める別添図書第６－３号線路検査基準第５条に規定する分岐器の軌道狂い検査について、軌間・高低・通りの基準値を超過していたにも関わらず、軌道整備心得第３条、第５条、第６条及び第１３条に基づき基準値以内に整正するなど必要な整備を行っていなかったこと。（２）線路検査基準第７条に規定する遊間検査について、標準値を超過して過大遊間が認められたにも関わらず、軌道整備心得第１１条により整正するなど必要な整備を行っていないこと。（３）同実施基準第４１条に基づき定める別添図書第６－４号建造物検査基準第６条に規定する乗降場検査について、川根温泉笹間渡駅においてプラットホームが建築限界を支障していたにも関わらず、建造物整備心得第１１条に基づき修理するほか、場合によっては軌道の整正を行うなど建築限界に支障しない必要な措置を講じていないこと。よって、同実施基準等に基づき速やかに整備等を実施するとともに、鉄道施設の保守管理が適確に実施されるよう法令等の遵守を含め関係者に徹底し、適切に施設を維持管理できる体制を構築すること。３．実施基準（土木編）第４１条に規定する定期検査について、新金谷駅構内の側線の一部において、軌道狂い検査、レール検査及び分岐器検査を実施していないことを確認した。よって、鉄道施設の使用状況に応じて使用停止の措置又は定期検査を確実に実施するなど必要な措置を講ずること。４．実施基準（土木編）第４１条で定めるトンネルの定期検査において、トンネルの健全度判定の結果を「ＡＡ」及び「Ａ１」としていたものの、貴社施設担当者が現地で確認したところ、叩き落とし等の措置を実施し変状等が落ち着いている状態であることから、使用を制限すべき状態ではない旨、判定したことを確認した。よって、速やかに建造物整備心得に基づき、すべてのトンネルの再度の健全度判定を行い、その結果に基づいて必要な措置を講ずるとともに、トンネルを適切に維持管理できる体制を構築すること。５．平成２２年１月３０日に発生したインシデント（列車分離）の再発防止対策を、確実に実施していないことを確認した。よって列車分離にかかるインシデントに対する再発防止対策について、必要な対策を講じるとともに、適切に実施及び管理できるよう必要な措置を講ずること。６．平成２２年９月３日に変更届出の手続きをした実施基準（車両編）において、重要部検査及び全般検査の連結装置に必要な検査項目及び検査方法を規定したにも係わらず、現在管理している同実施基準において当該項目が欠落しており、近年まで当該項目がない状態のまま運用され、当該項目の検査が実施されていないことを確認した。よって、同実施基準を適切に管理し、確実な検査が実施できるよう必要な措置を講ずること。７．実施基準（車両編）第２７条第７項に定める車両の附属装置について、６０００系電車の後位車両において「次に停車する鉄道駅の駅名その他の当該鉄道車両の運行に関する情報を文字等により表示するための設備」が一部機能していない状態で、当該車両を運行していることを確認した。よって、速やかに同実施基準に適合するよう必要な措置を講ずること。８．実施基準（車両編）第３５条で定める車両の検査について、以下の事実を確認した。（１）同実施基準３６条で定める列車検査について、２両編成で検査を実施するもののうち千頭方車両において、車両整備心得細則第１号表に定める主回路の電気機器における「屋根上電気機器の取付状態」の検査を実施していないこと。（２）同実施基準３７条で定める車両の定期検査について、同細則第２号表で定める状態機能検査の走行装置の台車における「鼻受部の状態」「心皿、側受の給油の要否」、主回路の主電動機における電機子の「整流面の変色、異状、摩耗の有無」「電機子と界磁鉄心の透き間の状態」「電機子の横動遊間の状態」及び枠・界磁等の「アクスルメタル横の透き間」の検査を実施していないこと。よって、速やかに必要な検査項目を整理及び実施するとともに、列車検査及び状態機能検査を適切に実施及び管理できるよう必要な措置を講ずること。９．実施基準（車両偏）第３７条に規定する車両の定期検査のうち、重要部検査及び全般検査の総合検査における連結器の高さについて、各車両形式の連結器の高さの設計寸法を把握していなかったことから、適切に検査ができていないことを確認した。よって、速やかに同実施基準に基づき検査を実施するとともに、適切な検査を実施できる体制を構築するなど必要な措置を講ずること。以上【中部運輸局】
