令和４年５月２１日に井川線閑蔵駅～井川駅間の第１亀久保トンネル内において、落下したコンクリート片に列車が衝撃した事象が発生し、その際、貴社から当該トンネルにおける直近の定期検査結果の健全度はＳ判定であったとの報告があった。これを受けて、貴社のトンネルの維持管理状況に疑義が生じたことから、貴社に対して、令和４年６月８日、９日及び１０日に保安監査を実施したところ、下記のとおり改善を要する事項が認められたことから、所要の措置を講ずるよう指示する。改善措置を講ずるにあたっては、当該事項に係る業務の実施方法、実施状況、管理方法等の妥当性について検証するなど、背後要因を含めて当該事項が発生した原因を究明したうえで、再発防止に必要な改善策を策定するとともに、法令に基づく検査の実施等、輸送の安全に係る業務が確実に実施できるよう留意すること。なお、講じた措置については、令和４年９月５日までに報告されたい。記１．実施基準（土木編）第４１条第４項に規定するトンネルの定期検査について、「トンネルの保守管理マニュアル」に基づき検査を実施すると規定している。しかしながら、貴社の実態は、同マニュアルには規定されていない維持管理計画、構造物の要求性能及び措置などが追記された「鉄道構造物等維持管理標準」（以下「維持管理標準」という。）に基づき検査を実施しており、適切に実施基準を変更していないことを確認した。よって、トンネル及びトンネル以外の鉄道施設についても現状の取扱いを検証し、適切に同実施基準を見直すこと。なお、同実施基準の見直しにあたっては、法令に基づく所要の手続きを行うこと。２．同実施基準第４１条第４項に規定するトンネルの定期検査について、令和３年に実施した特別全般検査の点検作業等は外注業者に委託しており、外注業者が判定した検査結果のうち第１亀久保トンネルの健全度はＳ判定であった。しかしながら、令和元年に貴社が実施した通常全般検査の検査結果のうち当該トンネルの健全度はＢ判定であったことから、書類及び現地を確認したところクラック等が発生しており、維持管理標準に基づく健全度はＳ判定とはならないことを確認した。また、外注業者による健全度の判定区分と、貴社が規定する健全度の判定区分に差異があるにもかかわらず、貴社において健全度の判定を実施しておらず、適切に施設を管理していないことを確認した。よって、維持管理標準に基づき、トンネルの健全度の判定を確実に実施するとともに、適切に施設を管理すること。３．同実施基準第４１条第４項に規定するトンネルの定期検査について、令和元年度に実施した通常全般検査及び令和３年に実施した特別全般検査で、はく落に関する健全度の判定を実施しておらず、適切に施設を管理していないことを確認した。よって、維持管理標準に基づき、はく落に関する健全度の判定を確実に実施するとともに、適切に施設を管理すること。４．同実施基準第４１条第４項に規定するトンネルの定期検査について、令和元年度に実施した通常全般検査で健全度をＡ判定とした箇所において、個別検査を実施していないことを確認した。よって、維持管理標準に基づき、個別検査を確実に実施すること。５．上記の指示内容を確実に実施するため、管理者及び施設係員に対し必要な教育及び訓練を実施するとともに、社内の管理体制を検証し、その体制を見直すこと。【中部運輸局】
