令和７年３月３日から３月５日まで、貴社に対して保安監査を実施したところであるが、監査の結果、改善を要する事項が認められたことから、下記の事項について、改善措置を講ずるよう指示する。 講じた措置については、令和７年８月１４日までに報告されたい。 記 以下の事項をはじめとして、本社が、現場の状況を的確に把握する体制を整備した上で、現場の業務の実施状況を定期的に検証して、課題を整理し、必要な改善を行うとともに、改善の実行性が確保されるよう安全管理体制の強化を図ること。 １．各実施基準に規定する定期検査の一部について、（１）から（４）のことを確認した。 （１）軌道土木施設実施基準第３９条第１項で規定する検査のうち、２０年を超えない期間ごとに行うトンネルの詳細な検査について同実施基準第４０条で規定する記録が行われていないこと。 （２）軌道土木施設実施基準第３９条で規定するトンネルの検査の検査項目と記録簿様式の検査項目が相違しており、一部の検査項目（「排水設備の通水の良否」「建築限界抵触の有無」）が行われていないこと。 （３）電気設備実施基準第８９条で規定する検査のうち、長大軌道回路、無絶縁軌道回路、運転指令電話及び高圧開閉所について、基準期間の許容期間内に検査が行われていないこと。 （４）車両整備実施基準第１９条で規定する重要部検査及び全般検査の検査項目と記録簿様式の検査項目が相違しており、一部の検査項目（連結装置の「ひじと守腕との内面距離の測定」）が行われていないこと。 よって、定期検査については、各実施基準に基づき、各検査の意味や重要性を理解するとともに、確実な検査の実施及び記録並びに適切な管理ができるよう必要な措置を講じ、定期検査の結果が実施基準を遵守していることを確認する体制を構築すること。 ２．軌道土木施設実施基準第３９条第１項で規定する軌道変位検査の結果に基づき、補修を要する箇所の把握及び計画的な整備が実施されておらず、同実施基準第３６条第２項で規定する整備基準値を超過する箇所が多数放置されている状況を確認した。 よって、軌道の適切な保全に必要な検査の実施、その検査結果から得られた補修対象箇所の把握、補修対象箇所の（緊急性に応じた）優先順位を踏まえた補修計画の策定、補修計画に基づく補修の実施、補修結果の記録等が確実に行われるように現行の実施内容を検証し、軌道の保全方法に係る規定の見直し等の必要な措置を講ずること。 ３．線路下を横断する道路のボックスカルバート新設の工事において、鉄道事業法第１２条に基づく鉄道施設の変更（橋りょうの新設）の手続きを行っていないことを確認した。 よって、速やかに所要の手続きを行うとともに、担当者への教育の実施も含め、手続き漏れを防ぐよう必要な措置を構ずること。 ４．運転取扱実施基準第１１条の規定に基づき実施している教育及び訓練等について、主として車両の整備を担当する一部の係員が運転士として列車を操縦することがあるにもかかわらず、運転士に対する教育及び訓練等を実施していないことを確認した。 よって、他の業務と運転士を兼務する係員についても、運転士に対する必要な教育及び訓練等を実施するとともに、教育及び訓練等を実施していない係員に作業をさせることのないよう適切に管理すること。 ５．運転取扱実施基準第１１条の規定に基づき動力車を操縦する係員に実施した身体機能検査において、次の(１)及び(２)のとおり視機能が動力車操縦者の基準に達していることを適切に確認していなかった。 （１）令和４年度に実施した保安監査において、視機能の検査のうち両眼視力について、検査が実施されていないことを改善指示しているが、同様に両眼視力に関する検査が行われておらず、また、適切に管理されていないこと。 （２）矯正眼鏡の使用が動力車操縦者運転免許の条件となっている一部の係員に対して、矯正眼鏡を使用したうえで視力の検査を行っていないこと。 よって、動力車を操縦する係員に対する身体機能検査について、同条に基づき適切に実施したうえで、作業を行うのに支障がないことを適切に確認するとともに、身体機能検査の実施及び結果を適切に管理するために管理方法を改善すること。 ６．運転取扱実施基準に規定する運転取扱いについて、指導通信式及び伝令法を施行したときに、関係する駅長が「列車運転状況表」に必要事項の記録をしていないこと、及び「運転通告券」により必要な事項を通告していないこと等、同実施基準に基づき適切に運転取扱いが行われていないことを確認した。 よって、運転関係実施基準に基づき適切な運転取扱いができるよう必要な措置を講ずるとともに、実施された運転取扱いが実施基準を遵守し適切であることを確認する体制を構築すること。 【関東運輸局】
