（有）増田鉄骨製作所は、五島振興局発注の「５林治第６号 道土井地区機能強化・老朽化対策工事」の主任技術者に同社の専任技術者が配置されていたことが判明した。同工事は契約金額が4,000万円を超える工事であり、建設業法第２６条第３号、同法施行令第２７条により専任の主任技術者を必要とする建設工事であり、同法第７条第２号の規定でその営業所で専任として配置される技術者を配置することはできない。 このことが、建設業法第２８条第１項第２号に該当し、監督処分の対象となる。
