貴社所属の運転士（運転管理者）（以下「当該運転士」という。）が、仕業前の点呼の際のアルコール検知器を用いた検査（以下「アルコール検査」という。）で、アルコールが検出され、点呼執行者から再検査を指示されていたにもかかわらず、他の乗務員が行ったアルコール検査の検査結果の記録用紙を提出し、アルコール検査を再度行うことなく列車又は車両（以下「列車等」という。）に乗務していた旨、令和７年７月３日に貴社から当局に報告があった。これを受けて、令和７年７月８日に保安監査を実施したところ、下記のとおり改善を要する事項が認められたことから、改善措置を講ずるよう指示する。改善措置を講ずるにあたっては、当該事項に係る業務の実施方法、実施状況、管理方法等の妥当性について検証する等により、背後要因を含め当該事項が発生した原因を究明したうえで、再発防止に必要な改善策を策定するとともに、鉄道輸送の安全に係る業務が確実に実施できるよう留意すること。なお、講じた措置については、令和７年９月２２日までに報告されたい。記１．運転取扱実施基準第１１条の２の酒気帯びの有無の確認について、点呼執行者は、運転士に対し仕業前後に対面で行い、目視等によるほか、アルコール検知器を用いることと規定しているが、以下の状況であることを確認した。（１）当該運転士は、令和７年６月１２日の仕業前の点呼の際のアルコール検査で、アルコールが検出され、点呼執行者から再検査を指示されていたにもかかわらず、他の乗務員が行ったアルコール検査の検査結果の記録用紙に自身の名前を記載のうえ点呼執行者に提出し、アルコール検査を再度行うことなく列車等に乗務していた。（２）点呼執行者は運転士に対し、泊まり明けの仕業において、列車等に乗務する前に酒気帯びの有無の確認が必要であるにもかかわらず、酒気帯びの有無の確認を行っていなかった。よって、同実施基準に基づき、適切に酒気帯びの有無の確認を行うとともに、社員に対して、飲酒に関する法令及び規程等の遵守に係る教育を実施すること。また、運転管理者自らがアルコール検査を適切に行っていないこと及び点呼執行者がアルコール検査の確認を適切に行っていないことから、安全統括管理者が現場の状況を把握し、必要な改善を行うとともに、改善の実効性が確保されるよう安全管理体制の強化を図ること。２．運転取扱実施基準第７条の運転士に対する適性の確認について、適性検査を行い、作業を行うのに必要な保安のための教育を実施し、作業を行うのに必要な知識及び技能を保有することを確かめた後でなければ作業を行わせてはならないと規定している。運転士３名について、適性検査（身体機能検査）を行ったものの、視力や聴力が合格基準に達していないにもかかわらず、適切な措置を行うことなく列車等に乗務させていたことを確認した。よって、同実施基準に基づき、運転士が作業を行うのに必要な適性を保有していることを確実に確認するとともに、適性を保有していないおそれがある場合には適切な措置を講じ、必要な適性を保有していることを確かめた後でなければ列車等に乗務させないよう管理体制の見直しを行うこと。【中部運輸局】
