On May 13, 2025, Nakagawa Kiso Kogyo Co., Ltd., located in Sapporo, Hokkaido, was involved in a worksite accident where a drag shovel used for excavation fell from a slope, resulting in the death of the operator. The company failed to establish a work plan that accounted for terrain and geological conditions, which is required to prevent risks associated with vehicle-based construction machinery falling. This failure constituted a violation of Article 20, Item 1 of the Industrial Safety and Health Act and Article 155, Paragraph 1 of the Industrial Safety and Health Regulations. As a result, the company and its officers were fined by the Sapporo Summary Court, and the penalties were finalized. The incident and subsequent enforcement actions are classified under Article 28, Paragraph 1, Item 3 of the Construction Business Act. The enforcement was initiated by the Hokkaido Labor Bureau through the construction industry mutual reporting system.
