Kabushiki Kaisha Access Yokohama, with its head office at 450-1 Hori Nishi, Hadano City, Kanagawa Prefecture, engaged in construction work. Koji Amano, the company's former representative director, was responsible for overseeing operations at the work site and reporting to government agencies. On October 11, 2021, at the Hiratsuka Labour Standards Inspection Office, Amano falsely reported that a worker had sustained a left scaphoid fracture requiring one month off after falling from a bridge while working on the Tomei Expressway maintenance project near Tsurumaki Kita, Hadano City. Despite the injury requiring more than four days of absence, the worker's injury was falsely reported as a fall while disembarking from a vehicle at the end of the day. As a result, the company and Amano received a summary order of a 200,000 yen fine from Odawara Summary Court for violations of the Industrial Safety and Health Act, with the penalty confirmed on November 25, 2022. This constitutes a violation of Article 28, Paragraph 1, Item 3 of the Construction Business Act. The prefecture has issued an instruction under the authority of the Construction Business Act to prevent recurrence, requiring measures such as immediate dissemination of the violation details to staff, strengthening safety management at construction sites, and ongoing training to ensure compliance with relevant laws.
