On November 5, 2019, Genko Construction Co., Ltd. failed to take necessary safety measures, such as installing barriers, handrails, or coverings on a suspended scaffold at a construction site on National Route 9 Eagawa Bridge repair work in Gotsu City, when workers from subcontractor Kimura Construction Industry were performing work with a floodlight approximately five meters above the water surface. As a result of not implementing these safety measures, a worker fell from the edge of the scaffold into the Eno River and died by suffocation. The company and its civil engineering manager were each sentenced to a 200,000 yen fine by the Matsue District Court for violations of the Labor Safety and Health Act, with the sentence finalized on September 7, 2021. This incident is deemed to fall under Article 28, Paragraph 1, Item 3 of the Construction Business Act.
