1. Failure to submit a re-subcontracting notification: The construction business operator, despite subcontracting the construction work undertaken in a private project in Osaka City to Yasumoto-gumi and others, did not submit a re-subcontracting notification to the specific construction business operator who directly contracted the work from the client, in violation of Article 24-8, Paragraph 2 of the Construction Business Act. 2. Conclusion of a subcontracting contract exceeding the amount specified by government ordinance: The construction business operator, in a private project in Amagasaki City, Hyogo Prefecture, contracted with Nii-gumi and A-sha for a construction project (formwork work) directly contracted from the client, Hirose Construction Co., Ltd., in violation of Article 16, Paragraphs 1 and 2 of the Construction Business Act, without obtaining the permit specified in Item 2 of Paragraph 1 of Article 3 of the same law, for a subcontracting amount exceeding the amount specified by government ordinance.

Contracting with unlicensed subcontractors: (1) The construction company violated Building Business Act Article 3, Paragraph 1, by contracting with Sugawara-gumi and Yasumoto-gumi, which operate without the required license, for private construction projects in Osaka City. (2) The company violated the same law by contracting with Niiori-gumi, which operates without a license, for private projects in Fujiidera City and Nishinomiya City. (3) The company also contracted with Niiori-gumi and Company A for private projects in Amagasaki City, again without proper licensing. 2. Lump-sum subcontracting: The company assigned the main part of construction work (formwork assembly) for private projects in Osaka City to Sugawara-gumi and Yasumoto-gumi, respectively, and designated them as site agents without appointing qualified chief engineers, failing to perform necessary project planning, process management, quality control, safety management, technical guidance, or negotiations with clients, in violation of Building Business Act Article 22, Paragraph 1.
