1. The construction business operator, in a private construction project within Sennan City, delivered a new residential building around December 2022, but failed to deposit the housing defect liability guarantee funds or conclude the housing defect liability insurance contract as required by the Act on Securing Performance of Housing Defects Liability Insurance (履行確保法) within three weeks from the standard date specified in Article 3, Paragraph 1, after delivery, violating the law. 2. (1) The operator, concerning a new residential building in Kishiwada City, concluded a housing defect liability insurance contract in October 2017, but failed to report the status of the contract within three weeks from each standard date, violating Article 4, Paragraph 1 of the Act. (2) Despite delivering new residential buildings to the client in the current project, the operator again failed to report the status of deposit and insurance contract conclusion within three weeks from each standard date, violating the same law. 3. Due to not reporting as required under Article 4, Paragraph 1, the operator was prohibited from entering into new residential construction contracts after 50 days from the day following each standard date. Nevertheless, in October 2022, the operator entered into a new construction contract with the client, violating Article 5 of the Act on Securing Performance of Housing Defects Liability Insurance, which is a violation of the Building Business Act, Article 28, Paragraph 1, Item 9.
